The 26-year-old, who captains Rajasthan in India's domestic Ranji Trophy competition, averages 42.62 in first-class cricket and has a career-best 300 not out.
He also bowls left-arm off spin, taking 62 first-class wickets.
"Playing in the County Championship is a huge opportunity for me to challenge myself in a new environment and learn from an experienced group," he told Surrey's website.
Surrey have moved for another batter who can bowl spin as Will Jacks has an ankle injury and Dan Lawrence is in the England Test squad for the series against Pakistan, which starts on Wednesday.
Surrey, who are seventh in Division One, host Nottinghamshire, Yorkshire and Glamorgan in the run-in, with trips to Essex, Sussex and Somerset also on their schedule.
